Notice of Race

 
 
 
1. Organizing Authority and Venue
  The 2007 Open Finn European Championship and Open Junior Finn European Championship will be held between 1-9 June 2007 in Balatonföldvár, Lake Balaton, Hungary. The Organizing Authority is Spartacus Sailing Club in conjunction with the Hungarian Finn Class Association.
The Regatta Center will be in Spartacus Sailing Club, Balatonföldvár.
   
2. Rules
2.1 The event will be governed by the "rules" as defined in the Racing Rules of Sailing for 2005-2008 (RRS), except as any of these are altered by this Notice of Race or the Sailing Instructions. The Finn Class Rules will apply.
2.2 The prescriptions of the National Authority will not apply.
2.3 The regatta is designated as Category C in accordance with ISAF Regulation 20.
2.4 Boats may be required to display advertising of the event sponsor on the forward 25% of each side of the hull. Such advertising, if any, shall be affixed to the hull in accordance with the Sailing Instructions.
2.5 All competitors shall have personal flotation in accordance with RRS 1.2. Personal floatation shall be of a suitable size and certified by an internationally recognized authority or in writing by the MNA of the competitor.
2.6 As the lake is a national reserve area, according to national laws coach and support boats have to be registered (see the registration form in Attachment 2) not later than 30 March 2007 and will have to pay a fee of 100,- EUR in order to receive a corresponding government permit to use such coach and support boats during the regatta. The Race Office is ready to assist participants with the permit administration upon arrival. It is highly advisable to register for the permit otherwise local coast guard may forbid the use of coach and support boats not holding the necessary permit.
 
3. Alteration to the Racing Rules
  RRS 62.2 and RRS 66 will be changed to shorten the times for requesting redress and for requesting that a hearing be reopened on the last day of racing.
   
4. Eligibility and Entry
4.1 Only competitors eligible in accordance with the Finn Class Rules, who are current members of an IFA recognized National Finn Association and who have completed on-site registration prior to 04 June 2007 may compete.
4.2 The entry quota system of Part D "IFA Official Championships" of the Finn Class Rules will apply as amended for the event by the IFA Executive Committee. Entries must be submitted on the official website, www.spartacus.hu or via mail through the National Finn Secretaries not later than 04 May 2007 to

4.3

The entry fee will be 150 € and shall be paid via bank transfer not later than 10 May 2007 unless authorized by the Organizing Authority.

4.4 No entry is complete until it has been accepted by the Organizing Authority and the International Finn Association.
4.5 Measurement Certificates must be presented at on-site registration.

6. Scheduling Rules

6.1

No race will be started after 15:00 on the last day of racing.
6.2 In the event of any day's sailing being lost, an additional race may be scheduled for the following day(s) to enable the lost race(s) to be sailed. A maximum of 2 races per day will be sailed.
6.3 It is requested by the International Finn Class and the organizers to attend the Opening and closing ceremonies.
   
7. Disclaimer
  The Organizing Authority will require each competitor to sign a waiver for loss, damage or injury to persons or properties occurring in conjunction with the regatta or on the Yacht Club premises. The Organizing Authority and the International Finn Association, and their respective members, employees, officers and/or agents shall not be responsible for any loss, damage or injury that may occur to person or property whether ashore or at sea as a consequence of the participation of any boat.
   
8. Measurement
8.1 All boats shall undergo measurement of hulls, spars and sails as well as equipment checks according the Finn Class Rules (including item 10 of Part C "Major Championship Rules") unless otherwise decided by the IFA Chief Measurer. All measured equipment will be identified for the Championship. Only identified equipment may be used during the Championship.
8.2 All competitors shall hold a valid measurement and class registration certificate.
8.3 Each boat shall have a tow rope a minimum of 8 meters in length and of sufficient strength to tow several boats.
8.4 Boats may be re-measured at any time during the Championship.
   
9. Sailing Instructions
  The Sailing Instructions will be available upon on-site registration.
   
10. Courses
  Courses will be as per the current IFA Championship Rules.
   
11. Scoring
  The Low Point Scoring System, RRS A4, will apply, except that a boat may discard her worst race if five (5) or more races have been completed. Nine (9) races are scheduled, of which four (4) must be completed to constitute a series.
   
12. International Jury
  In accordance with RRS 70.4 all decision of the International Jury shall be final.
   
13. Prices
13.1 Perpetual trophies will be awarded to the winners of the Finn Open European Championship and the Junior Finn Open European Championship. The Organizing Authority will provide prizes for the first ten (10) boats overall, the top 3 juniors and souvenir prizes for each competitor.
13.2 Daily prizes will be awarded to the sailors finishing first in the daily race(s).
 
14. Doping control
 
For the purposes of doping control (in-competition testing) the ISAF Anti-Doping Code (ISAF Regulation 21) will apply. The event shall be deemed to start at 09:00 a.m. on 1 June 2007.
